Mayor's Message for August 9th, 2024

The Sandia Bar, formerly owned and managed by the Chavez family for many years, has been renovated and slated to open early next week. A sneak peek occurred on August 7th and Michael Chavez, Village Public Works Director, was there to pass the baton to the new owners.

 

The Sandoval County Vector Control sprays public roads for flying insects or mosquitoes beginning April 1st of each year, and then weekly until the end of September, weather permitting. If you are having a problem with mosquitoes, it may be that you have a DO NOT SPRAY sign posted on or near your property or you live on a private road. If you want the insecticide sprayed on your street, then remove the sign. If you do not want spraying done near your property, you can put a sign up. The administration visited with the county assessor, Linda Gallegos, on 8/7/2024 and received some interesting information regarding taxes and how agriculture can affect property taxes. We are going to have her come to the council meeting on August 27, 2024, to explain why there appears to be a problem for some property owners who believe their property taxes are incorrect.

 

Here is some information they passed on to us: 

All property, regardless of whether the property may be used for an agricultural purpose, shall be assessed in accordance with the standard procedures of the Assessors Office unless the property qualifies for a Special Method of Agricultural Valuation. To be eligible for the Special Method of Agricultural Valuation, a subject property must meet all of the following requirements: Application shall be made under oath and shall be made no later than 30 days after the date of mailing by the assessor of the notice of valuation.

            i. The property must be used for a bona fide agricultural purpose;

            ii. The agricultural use must be the primary use of the land;                                   

            iii. The agricultural use cannot be passive or incidental.

iv. The Owner of the land must make application to the county assessor in a tax year in which the valuation method is first claimed to be applicable to the land or in the tax year immediately subsequent to a tax year in which the land was not valued under the special method of valuation.

 

Agricultural use” means the use of land for the production of plants, crops, trees, forest products, orchard crops, livestock (not including horses), poultry, captive deer or elk, fish, and any other use which may be recognized by law. Other recognized uses include certain agreements pursuant to a soil conservation program, resting the land to maintain its capacity to produce agricultural products in subsequent years, and grazing.

HEALTH AND SAFETY UPDATE

 

COVID cases are still increasing in New Mexico and most of the United States. National COVID wastewater numbers are higher than last summer. 44 states have high or very high levels. New Mexico levels are very high.  

 

New Mexico data: In the 7 days 07/26 - 08/01  1,187 cases. The test positivity is 22.8% with 56 cases per 100,000. These are tests for people who have been tested at a medical office or a test provider, they do not include home tests. In the US,  weekly deaths were 642. This is the first time since April of 2024 that weekly deaths from COVID have been over 600.  

 

Reminder if you are sick, stay home. If your home test is negative, test again in 48 hours, if still sick test again in 24 to 48 hours. If you are 65 or older and have only had one 23/24 COVID vaccine and it has been more than 4-months since the vaccine you can get a second 23/24 dose.  If you have not had a 23/24 vaccine you can still get one.  We will send out information on the 24/25 vaccine release as soon as we receive it.
