Road Repair/Maintenance Procedures
Road repairs are performed on Village owned roads only. Our staff strives to provide the best service possible, however, given our resources and limited manpower, we cannot provide services on demand.
The Public Works Director will assess Village paved roads annually. Road conditions on paved roads will be assessed using the following criteria:
- Pavement Condition Index (PCI Method) - categorized into one of six classifications:
- Good (0 pts)
- Satisfactory (2 pts)
- Fair (4 pts)
- Poor (6 pts)
- Very Poor (8 pts)
- Failed (10 pts)
- Health and safety considerations (flooding, emergency vehicle access) (10 pts)
- Volume of road traffic and number of homes served (5 pts)
- Location of road (is it an arterial road or a side road) (4 pts)
- Planned improvements for utilities (3 pts)
- Costs of maintenance versus road resurfacing (4 pts)
- Overall cost for design and construction (4 pts)
A list of roads organized by priority will be created annually by the Public Works Director, with evaluations as needed by the Village Engineer. This list will be submitted to the Village Council as part of the annual Infrastructure Capital Improvements Projects (ICIP) list creation process.
Roads submitted for funding opportunities, including capital outlay and NMDOT grants will depend on other Village priorities and the individual requirements of the grants available.
Request Process for Paving an Unpaved Road
While the Village maintains publicly owned dirt roads as time and budget allows, residents living on these roads should understand that roads will become bumpy from “wash boarding,” are dusty during dry weather, and can become muddy and rutted during wet weather. During inclement weather, access for residents is defined as “one passable lane with access to one driveway per household.” After a storm, grading of roads is adjusted to address repairs to storm impacted roads first.
The process for paving dirt roads is as follows, with roads being evaluated and ranked by the Public Works Director. Road that score more points will be ranked highest on the list.
- Requests to pave a dirt road should be made in writing to the Village Administrator and must include a petition signed by at least 60% of the residents with a driveway off the road being requested for paving. Any signatures of residents living on roads that branch off the requested road will be considered but will not count toward the overall 60% requirement.

Roadwork, especially paving, is weather-dependent, and timing of projects is dependent upon the availability of the Village’s contracted paving company. Some work, such as grading dirt roads and crack sealing, can be done by Village staff.
